COUNCIL PRESENT: Mayor Waldrop, Ron Bridges, Brown Garrett, Patty Sanders, Tammy Bagwell, George Curtis and Bruce Larson STAFF PPRESENT: Russell Hawes , City Administrator, David Holmes , City Attorney, Judy Bishop, Robbie Davis, David Dyrhaug, and Melinda Zeller INVOCATION by Councilmember Bagwell: APPROVAL OF MINUTES : Motion by Councilmember Bagwell to approve the July 14, 2009 meeting minutes as presented. Motion carried unanimously. CITIZEN COMMENTS: Sandy Merlino Kirk Leitke FINANCIAL UPDATE by Judy Bishop: city administrator’s report – a copy of the Administrator’s report is attached to these minutes and is incorporated by reference. NEW BUSINESS A. ACTION ITEMS: 1. Appointment to Election Commission Vacancy. Mayor Waldrop calls for a voice vote. Mr. Chandler is appointed 5 votes to 2 with Mayor Waldrop and Councilmember Curtis casting the dissenting votes. 2. Appointments of A-Tax Advisory Committee. Councilmember Curtis requests the record to reflect he will only vote for one applicant as he is related to one of the applicants. Mayor Waldrop calls for a ballot vote between Accommodations Tax Advisory Board applicants Janice Curtis, Tommy Moore and Danil Vasilyev. Janice Curtis is appointed with 6 votes and Tommy Moore is appointed with 7 votes. Appointments to A-Tax Advisory Committee. Motion by Councilmember Sanders to vote by Staff recommendations by acclamation appoint or reappoint the applicants for the Accommodations Tax Advisory Board Ms. Jacquline Lindsey, Mrs. Frances Shelton, Mr. Anthony Neglia, Ms Lisa Portele and Mr. Jimmy McDougall. Motion carried unanimously. Motion by Councilmember Bagwell to amend the agenda to add an item concerning the Police Grant Funding. Motion carried unanimously. Motion by Councilmember Bagwell to accept the Police Grant Funding ARRA COPS Hiring Recovery Program. Motion carried unanimously. OLD BUSINESS 1. AX-2009-01, Annexation of 215 Cherokee Drive. Motion by Councilmember Larson to accept AX-2009-01, Annexation of 215 Cherokee Drive. Motion carried unanimously. 2. TX-2008-02, Design Review Ordinance. Motion by Councilmember Larson to approve TX-2008-02, Design Review Ordinance. Motion carried unanimously. EXECUTIVE SESSION . Motion by Councilmember Bagwell to go into executive session to discuss a Personnel Matter in the Administration Department and a Contractual Matter in the Fire Department. Motion carried unanimously. Council came out of Executive Session at 8:52 pm. Mayor Waldrop reported that no action was taken. ADJOURNMENT . Motion by Councilmember Sanders to adjourn. Motion carried unanimously.

Prepared by Russell B. Hawes City Administrator Police Grant Funding The Police Department has received an ARRA COPS Hiring Recovery Program grant award. The grant is for two police officer positions and $252,294 in federal funds for a period of three years, and the City must retain the officers for a minimum of twelve months following the federal funding period. There is no local match requirement on this grant. This grant allows us to continue ongoing efforts and expand community policing in the City.
Sewer Improvements As part of its ongoing rehab and improvement to its sewer system, the City will continue inflow and infiltration mitigation in sewer basins 2 and 6. This work is part of the City’s long range sewer improvement plan, and in conformance with EPA and DHEC guidelines. The work will include manhole and pipe repairs, sealing and lining. This will occur during the months of August, September and October.
Labor Day Festival City staff has worked closely with Chamber board on the Labor Day Downtown Festival. We set in place locational and logistical plans for the many activities at the festival. Chief Reece has received confirmation from SCDOT on road closings the days of the festival. Merchants are by and large excited by the prospective influx of people to the downtown area that weekend.
South Greenville Fair Staff met with Fair organizers to discuss the logistics of this year’s event. I t was determined at the meeting that the South Greenville Fair will be held at City Park this year with no difficulty. Electrical needs will be served by connections through the community building. Fair representatives are working with the City and Duke power on the installation of a direct transformer disconnect as well.
