SIMPSONVILLE CITY COUNCIL

BUSINESS SESSION

SEPTEMBER 8, 2009

6:30 p.m.

City Council Chambers – 118 N. E. Main St .

 

COUNCIL PRESENT: Mayor Waldrop, Ron Bridges, Brown Garrett, Patty Sanders, Tammy Bagwell, George Curtis and Bruce Larson

STAFF PPRESENT: Russell Hawes , City Administrator, David Holmes , City Attorney, Judy Bishop, Chief Reece, Chief Williams, Joe Carter, David Dyrhaug and Melinda Zeller

INVOCATION by Councilmember Larson:

APPROVAL OF MINUTES : Motion by Councilmember Curtis to approve the August 11, 2009 and August 25, 2009 meeting minutes as presented. Motion carried unanimously.

NEW BUSINESS

A. ACTION ITEMS:

1. Motion by Councilmember Bagwell to accept the Police Grants as stated by Mr. Hawes. Motion carried unanimously.

2. Motion by Councilmember Curtis to allow the City Administrator to enter into an agreement related to “Project F 5”. Motion carried unanimously.

3. Motion by Councilmember Larson to accept the A-Tax Advisory Committee Recommendations as presented. Motion carried unanimously.

4. Motion by Councilmember Bagwell to accept the resignation of S. Hunter Howard from the Planning Commission. Motion carried unanimously.

Motion by Councilmember Sanders to amend the agenda to talk with Mr. Shealy. Motion carried unanimously.

Motion by Councilmember Bagwell to allow the Simpsonville Arts Foundation to do some renovations to the area by the old potato shed as presented by Mr. Shealy. Motion carried unanimously.

5. Motion by Councilmember Sanders to adopt the Safety Resolution as written and recommended by Mr. Hawes. Motion carried unanimously.

EXECUTIVE SESSION . Motion by Councilmember Bagwell to go into executive session to discuss a contractual matter concerning Public Works Department and a legal matter concerning Recreation Department. Motion carried unanimously.

Council came out of Executive Session at 8:55 pm. Mayor Waldrop reported that no action was taken.

Motion by Councilmember Bagwell to allow Staff to enter into a contractual matter concerning the Intergovernmental Stormwater Agreement with Greenville Water and to pass on first reading the ordinances related to it. Motion carried unanimously.

ADJOURNMENT . Motion by Councilmember Sanders to adjourn. Motion carried unanimously.

Police Grant Funding

  The Police Department has received three Justice Assistance Program grant awards for equipment upgrades and courtroom enhancements. The grants include 100% funding for two patrol car replacements. The total of the three grants is $142,504. There is no local match requirement on these grants. These grants allow us to upgrade technology in both the police and Court systems. This is an item on the agenda for City Council approval by simple motion.

 

Sidewalk Improvements

  As part of its ongoing rehab and improvement to its pedestrian system, the City is working with SCDOT along Main Street to repair worn and cracked sidewalks. The work between College and Garrison Streets will continue in the next week. Soon thereafter, work will begin on new sidewalk installation from Highway 14 at the Super Bi-Lo to Heritage Park . That over $100,000 project will complete connectivity from the south end of town to the northern city limits. We will also be completing a short stretch of sidewalk along South Sstreet in front of Hovis to complete the sidewalk from Curtis Street to the new Multiplex Theater.

 

Labor Day Festival

  City staff worked closely with Chamber organizers to make the Labor Day Downtown Festival a success in its new location. Lesson will be learned in reviewing operations and logistics in the downtown setting this will beneficial not only for this event but for any others that may follow.

 

New Developments

  The long awaited Bojangle’s restaurant on Main Street is underway across from the Post Office. Other signs that the recession might be breaking are the receipt of three residential new home construction permits in the past two weeks. O’Reilly’s continues its construction on Southeast Main Street , and we are receiving inquiries from a number of restaurants interested in Simpsonville.
