Special Voting Session

November 5, 2008

CALL TO ORDER:

 

Mayor:     Call the November 5 th Special Voting Session of the Simpsonville City Council to order.

 

ROLL CALL:     Ms Zeller would you call the roll please?

 

Ms Zeller:     Councilmember Bridges:     Here

      Councilmember Garrett:     Here

      Councilmember Sanders:     

      Councilmember Bagwell:     Here

      Councilmember Curtis:     Here

      Councilmember Larson:     Here

      Mayor Waldrop:       Present

 

INVOCATION:

Mayor:     Is there anyone here who would like to ask blessings upon this meeting in your own personal way? Alright Mr. Bridges would you ask blessings on this meeting in your own personal way please?

 

OLD BUSINESS:

 

Mayor:       Alright Mr. Hawes Old Business talk to us about Tax Anticipation Note Series 2008B.

 

Mr. Hawes:     Yes Sir Mayor and Council we have second reading on an Ordinance that would authorize the borrowing by City of Simpsonville South Carolina not exceeding

$1.1 million in anticipation of the collection of ad valorem taxes and license fees for fiscal year 2008 – 2009 this is an adjustment from the prior first reading where it was $1.935 we are now recommending based on further analysis that this be set at $1.1 million.

 

Mayor:       Ok I’ll entertain a motion in that regard. Mr. Garrett.

 

Mr. Garrett:     I’ll make a motion that we accept the $1.1 million Tax Anticipation Note.

 

Mayor:       Ok do I hear a second.

 

Mr. Curtis:     I’ll second.

 

Mayor:       Mr. Curtis seconds. Discussion I’m glad to hear that we reduced that to $1.1 million. Anybody have any questions or comments about it? Mr. Larson.

 

Mr. Larson:     What brought around the change in the amount?

 

Mr. Hawes:     Further analysis.

 

Mr. Larson:     Of cutting more services, cutting more benefits or how?

 

Mr. Hawes:     Efficiency steps as well as analysis of revenues as they came in versus what were projected. Analysis of prior financials that have been further refined allowed us to clarify the need.

 

Mayor:       Ok anyone else? And we are continuing to do that I take it on a daily basis?

 

Mr. Hawes:     And I also will say that this does not mean that these notes are issued it just authorizes that they may be if necessary. That is something that the newspaper this morning got entirely wrong. It said Council would issue $3.935 million in notes with the passing of this but it does not do that.

 

Mayor:       So we are just setting up the possibility in case we need that?

 

Mr. Hawes:     And that is right it is only $1.1 million and it allows the issuance if necessary.

 

Mayor:       And our hope is that it will be less or not at all actually is our hope.

 

Mr. Hawes:     Right, correct.

 

Mayor:       Ok I’m glad you clarified that. Alright anyone else? Alright hearing no further discussion I’ll call for the vote all in favor signify by saying aye, opposed no, aye’s have it. It is unanimous. Alright we have a need for an Executive Session to discuss a Legal Matter relating to Administration and a Contractual Matter relating to Administration I’ll entertain a motion. Ms Bagwell.

 

Ms Bagwell:     I move we go into Executive Session to discuss a Legal Matter concerning Administration and a Contractual Matter concerning Administration.

 

Mayor:       Thank you Ms Bagwell. Do I hear a second?

 

Mr. Larson:     Second.

 

Mayor:       Mr. Larson seconds thank you Mr. Larson. All in favor signify by saying aye, opposed no, aye’s have it. It is unanimous we are in recess and Executive Session and we will be back to see you. Came out of Executive at 6:21 pm no action was taken. I’ll entertain a motion. Ms Bagwell.

 

Ms Bagwell:     I move we adjourn.

 

Mayor:       Do I hear a second? Mr. Larson.

 

Mr. Larson:     Second.

 

Mayor:       Thank you Mr. Larson. Motion to second to adjourn all in favor signify by saying aye, opposed no, aye’s have it. It is unanimous we are adjourned. Thank you all for coming and thank you all for waiting.
