BUSINESS SESSION

JUNE 09, 2009

City Council Chambers – 118 N. E. Main St .

 

COUNCIL PRESENT: Mayor Waldrop, Ron Bridges, Brown Garrett, Patty Sanders, Tammy Bagwell, George Curtis and Bruce Larson

STAFF PPRESENT: Russell Hawes , City Administrator, David Holmes , City Attorney, Judy Bishop, Chief Reece, Chief Wesley Williams; Joe Carter, Robbie Davis, David Dyrhaug, and Melinda Zeller

INVOCATION by Councilmember Bridges:

APPROVAL OF MINUTES : Motion by Councilmember Sanders to approve the May 12, 2009 and May 26, 2009 meeting minutes. Motion carried unanimously.

CITIZEN COMMENTS : Council received comments from the public.

PUBLIC HEARING: City of Simpsonville Fiscal Year 2009 – 2010 Annual Budget

Cathy Bennett asked a question regarding payroll taxes.

Mayor moves to amend the agenda and take up 2 nd Reading of Ordinance 2009-03 at this time.

OLD BUSINESS

•  ORDINANCES: 2 ND READING

1. Ordinance 2009-03 City of Simpsonville Annual Budget Fiscal Year 2009 - 2010. Motion by Councilmember Larson to accept Ordinance 2009-03 City of Simpsonville Annual Budget Fiscal Year 2009 – 2010 as presented. Motion carried 6-1 with Councilmember Bagwell casting the dissenting vote.

Councilmember Bagwell excuses herself at 6:50 pm.

CITY ADMINISTRATOR’S REPORT – a copy of the Administrator’s report is attached to these minutes and is incorporated by reference.

 

NEW BUSINESS

A. ORDINANCES: 1 ST READING

1. Ordinance to Amend 2008-06 GO Bond Ordinance. Motion by Councilmember Larson to amend the Ordinance 2008-06 GO Bond Ordinance. Motion carried unanimously.

  

OLD BUSINESS

2. Franchise / Municipal Service Agreements Ordinance 2009-05 Duke Energy Franchise Fee Ordinance and Ordinance 2009-04 Piedmont Natural Gas Franchise Fee Ordinance. Motion by Councilmember Sanders to pass Ordinance 2009-05 Duke Energy Franchise Fee Ordinance and Ordinance 2009-04 Piedmont Natural Gas Franchise Fee Ordinance. Motion carried unanimously.

 

ADJOURNMENT . Motion by Councilmember Sanders to adjourn. Motion carried unanimously.

Administrator's Notes and Comments

June 9, 2009

Stimulus Funding

  The Police Department has received targeted law enforcement stimulus monies totaling over $55,000. This funding is allocated to computer system improvements for the department including laptops and the dispatch radio system. These funds were received with the stipulation that they be expended immediately upon receipt. We have received notice from the federal government of another $13,000 to be distributed to the Simpsonville police in the coming weeks under the same program.

 

Davenport Road Project

CoTransCo, which is the company we must use on this project, is still awaiting environmental approval on the Davenport Road project from DHEC.  The bid process will begin as soon as they have that approval.  This is taking longer than they expected because the review of C-Fund projects was recently taken over by DHEC from SCDOT.  That pushed the construction start time frame back an estimated sixty days to September.   CoTransCo continues to receive slope permissions from property owners. 

 

Recycling

The City public works department has placed drop off collection containers at two locations. The container has segregated bins for, paper, plastics, aluminum and glass. Public Works is emptying these on a weekly basis compared to the County’s biweekly or monthly cycle.

Amphitheater Events

Preparations continue for the Movie Series set to begin July 7 th and run Tuesday evenings through August 11 th . Also, the Greenville Symphony Orchestra will again perform July 4 th at Independence Day at the Park. Tickets are moving briskly for the Styx , REO Speedwagon, .38 Special concert June 20 th . We have just announced that Bob Dylan, John Mellancamp, and Willie Nelson will be performing at the amphitheater July 29 th . This is a trifecta of rock and roll and pop culture legends.
