SIMPSONVILLE CITY COUNCIL

BUSINESS SESSION

OCTOBER 13, 2009

6:30 p.m.

City Council Chambers – 118 N. E. Main St .

 

COUNCIL PRESENT: Mayor Waldrop, Ron Bridges, Brown Garrett, Patty Sanders, Tammy Bagwell, George Curtis and Bruce Larson

STAFF PPRESENT: Russell Hawes , City Administrator, David Holmes , City Attorney, Judy Bishop, Chief Reece, Robbie Davis, Joe Carter, David Dyrhaug and Melinda Zeller

INVOCATION by Councilmember Garrett:

APPROVAL OF MINUTES : Motion by Councilmember Bagwell to accept the September 8, 2009 and September 22, 2009 meeting minutes as typed. Motion carried unanimously.

PUBLIC HEARING: SIMPSONVILLE COMPREHENSIVE PLAN

A Public Hearing was held to receive public comment regarding the Simpsonville Comprehensive Plan. Mayor Waldrop opened the Public Hearing to receive public comment. There were no comments from the public.

CITIZEN COMMENTS:

There were no citizen comments.

city administrator’s report – a copy of the Administrator’s report is attached to these minutes and is incorporated by reference.

COUNCIL COMMENTS:

Several Councilmember’s commented on the quality of the Simpsonville Comprehensive Plan and Mr. Dyrhaug’s work on both the Plan and presentation of the Plan.

NEW BUSINESS

A. ACTION ITEMS:

1. Motion by Councilmember Larson to appoint Sharon Johnson to the Planning Commission. Motion carried six to one with Councilmember Bridges casting the dissenting vote.

2. Motion by Councilmember Bagwell to accept the Renewable Water Resources Resolution as presented. Motion carried unanimously.

B.   ORDINANCES: 1 st READING

1. Motion by Councilmember Garrett to accept the 2030 Comprehensive Plan for the City of Simpsonville . Motion carried unanimously.

2. SP-2009-08, Preliminary Development for Stenhouse Village PD. Motion by Councilmember Curtis to accept SP-2009-08, Preliminary Development for Stenhouse Village PD. Motion carried unanimously.

EXECUTIVE SESSION . Motion by Councilmember Bagwell to go into executive session to discuss a contractual matter concerning Administration and Recreation and a legal matter concerning Administration. Motion carried unanimously.

Council came out of Executive Session at 8:23 pm. Mayor Waldrop reported that no action was taken.

ADJOURNMENT . Motion by Councilmember Sanders to adjourn. Motion carried unanimously.

Administrator's Notes and Comments

City’s Bond Rating Affirmed

A New York-based credit market rating agency affirms Simpsonville’s approximately $2.9 million in outstanding general obligation bonds were affirmed as stable with a “A+” rating by the New York based Fitch Ratings agency. The rating reflects Simpsonville's limited future capital needs, its debt partially offset by rapid amortization and steady tax base.

A significant factor in the affirmation is that the City has taken significant steps to reverse the prior year deficit and add to fund balance in fiscal 2010 including increasing millage. The city expects to end the year with surplus and significantly increasing unreserved fund balance. Fitch cites this strong action by City Council and the continued success of Heritage Park and Amphitheater that has developed into a driver for the local economy.

The affirmation of the City’s A+ rating significantly saves taxpayers on the costs of existing and future general obligation bonds.

 

Palmetto Pride Grant

The City received a grant for 31 trees totaling over $4000 for installation in park facilities throughout the city. These trees to be hardy shade trees will be installed in conjunction with national Arbor Day in December. This is the fourth year in a row that we have received a grant for trees from Palmetto Pride. Previous installations include locations at Heritage Park , the downtown streetscape, and City Park .

 

Main Street Sidewalk Project

Public Works crews have recently completed upgrades and repairs to the sidewalk just north of downtown between Garrison Road and College Street . The work completed as a collaborative effort between the state and city. The state provided all materials and the City the labor. We are working on a similar effort along West Georgia Road between Maple Street and the Interstate 385. The grant funded improvements and new sidewalk on Main Street will begin with the southern corridor between Fernwood Drive and Heritage Park . Engineering and designs are underway now, with that work to start in early Spring. All of these projects have no material or capital funding outlay by the City.
