SIMPSONVILLE CITY COUNCIL
FEBRUARY 28, 2012
6:30 p.m.
City Council Chambers – 118 N. E. Main St.

COUNCIL PRESENT:  Mayor Eichor, Matthew Gooch, Brown Garrett, Geneva Lawrence, Julius Welborn, George Curtis and Sylvia Lockaby

STAFF PPRESENT:  Russell Hawes, City Administrator, City Attorney,  David Holmes, Chief Reece, Assistant Chief O’Neil, Chief Williams, Robbie Davis, John Laux, Judy Bishop, David Dyrhaug and Melinda Zeller

CITIZEN COMMENTS

Candace Wolfe spoke regarding allowing dogs at Heritage Park.

Charles Reece announced his plan to retire as Simpsonville’s Chief of Police after serving 22 years with the department and 12 years as Chief of Police. 

OLD BUSINESS

ANNEXATION / REZONING 2nd READING

AXZ-2012-01, Annexation / Rezoning of Saxon Property on Hwy 14.  Motion by Councilmember Garrett to approve AXZ 2012-01, Annexation / Rezoning of the Saxon Property on Hwy 14.  Motion carried unanimously. 

NEW BUSINESS

Ordinance 2012-02, Smoking Ordinance.  Motion by Councilmember Welborn to place on the floor for discussion and possible adoption Ordinance 2012-02, Smoking Ordinance for Simpsonville.  Motion carried 4 – 3 with Councilmembers Gooch, Curtis and Lockaby casting the dissenting votes. 

Ordinance Regarding Animal Control and Restrictions.  Motion by Councilmember Lawrence to change section 6-7 of the ordinance to reflect what it says that dogs will be allowed on the sidewalk at Hendricks Plaza to the Veteran’s Memorial and on the walking trails, picnic areas and sidewalks at Heritage Park . 

Motion by Councilmember Lockaby to table pending further information.  Motion carried 5 – 2 with Councilmembers Lawrence and Welborn casting the dissenting votes. 

Sick Leave Policy.  Motion by Councilmember Lawrence to go from four to eight hours sick leave.  Councilmember Gooch acknowledges his brother works for the City but he does not feel it is a conflict of interest.  Motion carried 6 – 1 with Councilmember Curtis casting the dissenting vote. 

ORDINANCES 1ST READING

Ordinance 2012-01, Accommodations Tax and Hospitality Tax Revenue Refunding Bond.  Motion by Councilmember Gooch to adopt the Ordinance 2012-01, Accommodations Tax Refunding Bond.  Motion carried unanimously.  

ADJOURNMENT  

Motion by Councilmember Gooch to adjourn.  Motion carried unanimously.
